Commentary
Lots of options available for raiders and non-raiders alike. The excellent Winding Sheet, the Might of the Ocean Serpent and the Recovered Scarlet Onslaught Cape are all worth looking at. The Might of the Ocean Serpent is an expertise cloak, and so should be considered against its fellow badge cloak with that in mind. Also, the Saronite Gargoyle Cloak from 10 man is very accessible.
Outside of raiding and frost badges there are less options. The cloaks available from other Emblems and instances are poor. This means non-raiders need to make the difficult decision of whether to spend Frost Emblems upgrading their cloak, this being a huge upgrade, or get the tier items. This depends very much on your set bonuses and the ret pala ones are VERY good. Its a tough decision!

check out maxdps.com for cape dps ratings. it helps me alot with gear decisions
The problem with Max dps is it can’t cope with hit. If you have enough hit, it tells you all hit items are crap. If you have too little hit, it overvalues hit on everything. You need to be able to juggle hit, and having the two scores for hit gear helps a lot. Plus, I’m not sure what the math behind the decisions it makes is, but I didn’t always agree back when I did use it.
